Abstract
Penyelenggaraan pemerintahan harus dilihat dalam konteks optimalisasi penyelengaraan fungsi-fungsi pokoknya terhadap keberadaan aparatur dalam organisasi pemerintahan tersebut, terutama dalam meningkatkan kinerja guna memberikan pelayanan kepada masyarakat. Suatu pemerintahan dianggap efektif apabila dapat mencapai tujuannya secara optimal, mampu menyesuaikan diri dengan lingkungannya dan dapat meningkatkan prestasi kerja serta pengembangan sumber daya manusia. Untuk itu semua lembaga Pemerintahan harus meningkatkan kinerjanya, termasuk Sekretariat Daerah pemerintah Kabupaten Pasaman. Tujuan penelitian ini adalah untuk mengetahui pengaruh kompetensi dan budaya organisasi terhadap kinerja pegawai dengan motivasi kerja sebagai mediasi pada Sekretariat Daerah Kabupaten Pasaman. Jenis penelitian menggunakan pendekatan kuantitatif dengan menggunakan pendekatan Partial Least Square (PLS) dengan model persamaan Structural Equation Modeling (SEM). Teknik pengumpulan data dengan kuesioner dan observasi. Responden penelitian ini adalah 91 orang pegawai Sekretariat Daerah Kabupaten Pasaman. Metode penarikan sampel mengunakan metode total sampling dimana seluruh populasi dalam penelitian ini dijadikan sampel penelitian. Hasil penelitian menunjukkan bahwa pada pengaruh langsung tidak terdapat pengaruh positif dan signifikan antara kompetensi dan motivasi kerja ataupun antara kompetensi dan kinerja. Namun terdapat pengaruh positif dan signifikan antara budaya organisasi dan motivasi kerja, motivasi kerja dan kinerja, serta budaya organisasi dan kinerja. sedangkan Pengaruh tidak langsung terdapat pengaruh motivasi kerja sebagai mediasi antara kompetensi dan kinerja serta antara budaya organisasi dan kinerja pegawai Sekretariat Daerah Kabupaten Pasaman.
