Abstract

The development of the digital economy has encouraged micro-entrepreneurs to improve their human resource (HR) competencies to compete in an increasingly competitive market. This study aims to determine the effectiveness of a human resource capacity building program in enhancing the competitiveness of micro-entrepreneurs in Lhueng Bata District, Banda Aceh City. The program includes training in digital marketing, business management, digital financial literacy, and the use of information technology. The study used a quantitative approach with a survey method of 120 MSMEs participating in the empowerment program of the city government and supporting institutions. Analysis was conducted using a program effectiveness model (input–process–output–outcome) and multiple linear regression analysis techniques. The results show that the HR capacity building program is effective in improving the knowledge, skills, and application of digital technology for micro-entrepreneurs. The variables of digital marketing training and digital financial literacy have the most significant influence on increasing the competitiveness of micro-entrepreneurs. However, limited technological facilities, low follow-up mentoring, and variations in participants' initial abilities are obstacles that need to be addressed. This study recommends strengthening practice-based training models, increasing digital business incubation, and providing more adequate access to technology.
